	Your hold is still valid. The Master of the City is the most powerful Master Vampire in the region. A Master Vampire may not even be powerful at all - or, rather, a Master Vampire may be weak when in comparison to other Master Vampires. Think of Master Vampires as elders. Sorry for the confusion!
